In 2013, Union Gas Limited (www.uniongas.com) retained ORTECH Environmental (www.ortech.com), in conjunction with Howe Gastmeier Chapnik Limited (www.acoustical-consultants.com), to prepare an Environmental Compliance Approval with Limited Operational Flexibility (ECAwLOF) application for all stationary sources of air emissions from Union Gas facilities in Ontario. This application and related information resulted in the current Union Gas Limited ECAwLOF Number 2592-AQPSJ2, issued September 20, 2017.

An ECAwLOF requires that the company demonstrate compliance on an on-going basis with Ontario Regulation 419/05, Air Pollution – Local Air Quality under the Environmental Protection Act, applicable Ministry Guidelines for Air and Noise and other performance requirements as specified in the conditions to the ECAwLOF. It permits modifications such as process changes, de-bottlenecking or addition of new equipment subject to limits on operational flexibility that include the production limit for the facility to be specified on the ECAwLOF (a total annual throughput of 46,000,000,000 cubic metres of natural gas). The limited operational flexibility conditions expire on February 1, 2020. Union Gas will be required to make an application for amendment at that time to renew these conditions.

One condition of the ECAwLOF is that Union Gas will ‘make the current Emission Summary Table and Acoustic Assessment Summary Table for each Facility available for inspection by any interested member of the public at the Head Office and the website of the Company’.  To satisfy this condition and assist in understanding the required tables, Union Gas has made the Emission Summary and Dispersion Modelling (ESDM) Report and Acoustic Assessment (AA) Report Executive Summaries, which contain the Emission Summary Tables and Acoustic Assessment Summary Tables, and some additional related information, available at the Union Gas Head Office (via Peter Mussio, MASc, P.Eng., Manager EHS Compliance, Union Gas Limited, 50 Keil Drive North, Chatham, ON, N7M 5M1, phone 519-436-5235, (pmussio@uniongas.com) and on this website.

The primary NAICS Code applicable to Union Gas is ‘486210 – Pipeline Transportation of Natural Gas’.  Facilities described by this NAICS Code are not listed on Schedules 4 or 5 of Ontario Regulation 419/05 and are therefore allowed to demonstrate air compliance using the models in the Appendix to Regulation 346, General – Air Pollution, under the Environmental Protection Act until February 1, 2020.  However, for nitrogen oxides emissions from the Compressor Stations, Union Gas requested the application of Schedule 3 standards under section 20(4) of Ontario Regulation 419/05 prior to the regulatory time frames.  This was done because the dispersion models for Schedule 3 standards are more representative of nitrogen oxides at Compressor Stations.

The ESDM Reports followed the requirements of the Ontario Regulation 419/05 Air Pollution – Local Air Quality and the Ontario Ministry of the Environment (MOE) “Procedure for Preparing an Emission Summary and Dispersion Modelling Report Version 3.0” dated March 2009 (the Procedure).

Noise assessments that follow the requirements of the MOE Noise Pollution Control Guidelines were conducted using screening processes AA Reports were prepared for all noise sources that were not screened out.
